The fans do not add or remove moisture. They only spread what the packs provide, so that the level you set is the level every cigar sees. Static or dynamic: which do you need?
Not every humidor needs fans. On a desk-scale piece, a static two-way pack system is simple, reliable and completely sufficient, which is why our Diamond Small models use it. Dynamic circulation earns its place once volume grows and distance becomes the enemy of uniformity. As a rule of thumb: choose static for a personal desk humidor, and dynamic once you are storing a serious, cabinet-scale collection.
